Why?
The Document Set in SharePoint Online has been functional since the beginning (based on classic experience) but not yet modernized. It was planned for March 2019 to get a modern experience so hopefully we will see the changes this month 😅. This summary post will roll up related blog posts.

Any suggestion for document set welcome page in modern sites?
Hi Sonia, no suggestion other than that the modern experience does not have any landing page experience like the classic experience. Aside from custom solutions my low-code suggestion would be to have a Power App that shows the Documents Sets (or SharePoint List Items linked to the Document Sets through automation) to create a landing page experience but that would leave the SharePoint experience behind.
